Joshua Mutagahywa Rubona

Environmental and Public Health Expert

BSc. in Environmental Science and Management, MSc in applied zoology with a bias to entomology, and Advanced Diploma in Health education and promotion

Mutagahywa is a public health specialist with more than 20 years of management experience. He worked with Abt Associate Inc. from 2015 to 2023 serving two projects African Indoor Residual Spraying (2015 – 2017) and Tanzania VectorLink project (2018 – 2023) as Environmental compliance and safety Officer, both projects were financed by PMI/USAID

He has worked in malaria control programs since 2008 as a field technical specialist and later as Zonal Manager for the Research Triangle Institute supported by PMI/USAID, overseeing the implementation of IRS and surveillance for malaria control in Tanzania. He served under the local government as District coordinator for malaria control, supporting interventions of the IRS, universal net coverage and keep-up campaigns, behavior change programs, case management, and surveillance. Also, he served in the poverty alleviation project (Tanzania Social Action Fund) financed by World Bank.

The aforesaid opportunities have endowed him with planning, implementation, and evaluation of public health projects especially working with multiple partners and local communities in diverse settings. Also, the opportunities availed him of administration and leadership skills. He is fluent in English and Swahili languages.

Key Competencies:

  • Expertise in general safety requirements for handling insecticides including design of safe transportation storage and handling with maximum safety to workers, beneficiaries, and the general environment.
  • Designing and supervising the construction of the systems to manage effluent with insecticide residues.
  • Expertise in multilevel training to staff and community on environmental compliance issues. Providing knowledge, skill, and instrumentations for anticipated adverse events on handling insecticides for public health, reporting, and accounting for adverse events.
  • Identifying, analyzing, and proposing modes of various solid wastes disposal including recycling of plastic, iron, and paper wastes, disposal of mercury and electronic wastes in compliance with PMI/USAID requirements and the government of Tanzania laws and regulations
  • Scientific writings and publications
  • Designing and implementing development programs and projects which are inclusive and gender mainstream.
